Reduce Wearout V1.0

Reduces wear on all vehicles and tools. This means you can work with them longer before they have to go into the workshop. The age and operating hours of the vehicle are still being considered.
Reduction depends on the “economy” difficulty level. Easy -> 20% wearout Normal -> 35% wearout Hard -> 50% wearout
