Russian northwest default airports ICAO codes correction

This package will fix an annoying mistake on a part of russian airports in the Leningrad, Pskov, Vologda, Velikiy Novgorod districts and in the Karelia. I did not add any corrections to defaul airport data, such as runways, aprons or parking stands. This addon fix incorrect code for a part of airports only.
