Fix for annoying building on the DC mall

A fix for the random building obstructing the National Mall in the USA scenery pack for Washington, DC. This addon removes the misplaced building, restoring the grassy landscape to its original state. Simply place the directory in your community folder to apply the fix. Note: watch out for a tall white runway obstruction on the west end.
