Removal of dynamic registration functionality for ATR72‑600

This add-on disables the dynamic registration feature for the ATR72-600, eliminating the issue of duplicate registration markings on liveries. As the ATRs system does not support per-livery adjustments, this modification applies universally across all liveries. Screenshots showcase the modifications effect, though the liveries displayed are not included in this package.
