LOWI - Helibase Scale Fix V1.01

This add-on addresses a scaling issue with the ÖAMTC Christophorus 1/BMI Air Police helicopter base at Innsbruck-LOWI, which is traditionally rendered too small in the simulator. The fix includes adjustments to the starting points to ensure accurate representation.
