Realistic German License Plates

Replaces the default plates with an updated system for AI and owned trucks, including:
Improved font and layout
All regional codes with spawn probability according to population
Individual registration sticker design for each state
Inspection stamp on rear plates
Works with any modded cities, but def changes are required for the stickers to show up for new cities. Defs for Rhineland Map are included.
For owned trucks, you must move your truck to another garage once so a new plate is generated, for the improved plates to show up.
