Emergency Vehicles by Egon V1.2.3 ETS2 Traffic Mod

This is compatibility update for version 1.59, fixing new Benelux ambulances not spawning.
Ambulances for Belgium and Netherlands are kept active in the mod, to provide a bit of variety in traffic.
