Improved SCI Steering Wheels v1.7 ATS Part Mod

This mod started out as a simple fix to the terrible and choppy low res chrome on the SCI steering wheels that drove me crazy.  It also evolved into this – a whole bunch of new steering wheels with signficantly improved textures and shaders in different colors and combinations.
