WEATHER ATS ADDON V2.1.1 1.45

Used the scs weather as a base with new lighting and new 8k and 16k textures.
300+ skybox all in 8k, clear sky, cloudy sky, fog,
compatible with all map mods,
Needed Weather 2.1 no need to extract just put it in the mod folder.
Changelog v2.1 Modified ambient, diffuse, specular, env_static_mod, sky_color, fog_color, fog_offset, cloud_shadow_weight.
